Mescells and Huu Nghi Hospital officially sign a cooperation agreement
In implementing the direction on deploying national spearhead technology groups under Prime Minister’s Decision 1131/QĐ-TTg, the Mescells | MSC Specialized Healthcare System for Regenerative Medicine & Cell Therapy and Huu Nghi Hospital officially signed a cooperation agreement on research into and application of mesenchymal stem cells in clinical treatment.
The cooperation is expected to create a platform that closely links research – training – clinical practice, thereby advancing the research, evaluation and application of cell technologies in a scientific and methodical way that complies with current law.
Combining the strengths of the two organizations also helps make the best use of social resources, while creating the conditions for achievements in regenerative medicine and cell therapy to be studied, evaluated and gradually brought into clinical practice once all safety and efficacy requirements are met.
Ministry of Health stresses the principle of safety and efficacy
One notable feature of the event was the presence and guiding remarks of Dr. Nguyen Ngo Quang, Director General of the Department of Science, Technology and Training, Ministry of Health.
Speaking at the signing ceremony, Director General Nguyen Ngo Quang offered his congratulations and commended the cooperation between Huu Nghi Hospital and the Mescells | MSC Healthcare System. The Department of Science, Technology and Training also affirmed that it will accompany and support the two organizations as they carry out cell technology research and application activities in the time ahead.
In particular, the Director General stressed the principle of prioritizing safety and efficacy in the research, development and application of cell technology: “The regulator’s view is that SAFETY and EFFICACY must come first, and only then COST. From the Department’s perspective, whatever indication I “commission” Assoc. Prof. The Anh to work on, the first thing to establish is that it must be safe and effective; only after that do we discuss the next steps.”

This is also the guiding direction for the cooperation between Mescells | MSC and Huu Nghi Hospital, in which all cell technology research and application activities must rest on a scientific foundation, with full evaluation of safety and efficacy and compliance with professional and legal regulations.
Connecting public and private strengths in developing cell technology
The cooperation between Huu Nghi Hospital and Mescells | MSC demonstrates the two organizations’ determination to pool resources to deploy a field of technology identified as a spearhead for 2026–2030.
In this cooperation model, Huu Nghi Hospital brings its strengths in examination and treatment capacity, professional staff and clinical environment, while Mescells | MSC contributes its research and technology platform, investment resources and development direction in regenerative medicine and cell therapy.
The combination of these two sets of resources is expected to create a practical public–private cooperation model in which safety, quality and treatment efficacy are the core principles.
In particular, the support and oversight of the specialized regulator will help ensure that research is transparent, standardized and legally compliant, laying the groundwork for evaluating and applying advanced biomedical technologies in clinical practice when the conditions are met.
